MR BARR: I move amendments Nos 1 to 5 circulated in my name and table a supplementary explanatory statement to the government amendments [see schedule 1 at page 3036].

These are technical amendments to update the section references to the amendments to the Gaming Machine Act 2004 as a consequence of changes to that act by the Gaming Machine Reform Amendment Act 2015.

Financial Management Amendment Bill 2015

That this bill be agreed to in principle.

MR SMYTH (Brindabella) (10.59): The opposition will be supporting this bill today, and I thank the Treasurer for presenting the bill for debate and also for providing my office with a briefing on this important bill. From the explanatory statement, the bill proposes a range of amendments to improve and modernise the Financial Management Act, mainly to the appropriation and budget management provisions. According to the government, a number of existing provisions are too rigid and constrain the government’s ability to quickly respond to emerging priorities and community expectations.
